Lack of ICU Libraries in 3.1-buster-slim #596

The culture "display name" is short as in "name" property.

Debian: local

Windows (local): local-2

I think, the problem is same as in this post. It uses, icu-libs for alpine, but I cannot find specific/proper library for Debian.
