Support webp in linux os with aarch64 architecture.

Add the webp binaries for linux-aarch64.
If the environment is detected as linux-aarch64, use the newly added webp binaries.
Update README.md.

I have run the tests on the linux-aarch64 machine (Raspberry pi 4B, Ubuntu 22.04.4 LTS).
