Incoming call event not triggered #146

What steps will reproduce the problem?
1. Incoming call from A to B
2. A -> hangup
3. B cannot receive incoming call event, but receive onUaCallClosed event when 
A hangup.

What is the expected output? What do you see instead?
incoming call event must be triggered

What version of the product are you using? On what operating system?
Red5 Server 0.9.1
sip_47.zip
