To visually inspect converted images, it would be useful to have a util that 
reads an image, converts and write an image.

Long term, this could expose more libyuv functionality, but short term, a 
change to ARGBToI420 should produce higher visual image quality on text, so 
expose just that - ARGB in, I420 out.
