Run Sepia on Neon.
Observe white becoming colorful.

r630 disables Neon.
Sepia is mostly ok but clamping early.  Patch forthcoming.
ColorMatrix overflows and needs more work.

r631 fixes Neon sepia.
ColorMatrix is using C for now.
