Note that a lot of sanitizers will not work, also CTest will not work on Ubuntu since they are missing in this docker image
ubuntu-16.04 Github VM in workflow could not be used since it had a very modern CMake 3.16 and newer packages than a standard Ubuntu 16.04. Therefore this part is being tested by CircleCi in a tailored docker image.
