I had this idea that it would be better to make use of the new notifications in ICS and above to display a continuous notification (background service) with a (few) simple toggles to enable/disable data access of the currently running application.

I am trying to find a way to make this work. I'm a novice for now so will take me some time. Let's see where I'll end up. Any suggestions regarding the feature?

I would love to see a feature where a popup opens when an application is first installed, which lets you directly set the permissions for the new app. For currently running this would be nice as well, if it is possible to implement in notifications.
