Use xrefs for overview cross-document links #224

This should fix the broken documentation on skupper.io (see the bottom of https://skupper.io/docs/overview/index.html for example). It also avoids tying the links to HTML output.

Thanks for the contribution, but avoiding AsciiDoc cross file links using xref, so fixed in https://github.com/skupperproject/skupper-docs/pull/229
