Additional VanFlow attributes for LINK records #1555

New attributes for LINK records:

RESULT -> condition name for connection failure
REASON -> condition description for connection failure
UP_TIMESTAMP -> timestamp of the last transition from oper-status DOWN to UP
DOWN_TIMESTAMP -> timestamp of the last transition from oper-status UP to DOWN
DOWN_COUNT -> total number of transitions from oper-status UP to DOWN
