Creating SOW in "empty" task produces chart with no y-axis tick labels

Steps to reproduce:

• Create a new task
• Open that task in task view
• In the "ADD/UPDATE STATEMENT OF WORK" form, select:
  • January 2017 start date
  • January 2018 end date
  • 5.0 Man-Months
• Press "Submit"
• Data will plot with no y-axis tick labels
• In the form, select:
  • June 2017 start date
  • August 2017 end date
  • 1.0 Man-Months
• Press submit
• Data will now have variation in y-values, but no y-axis tick marks or labels
