Java needs to be added back to Languages & Frameworks after #35 Maybe combine with Springboot?

Update ReduxJS to reflect new React Hooks and lack of need to manage state centrally if it is not shared. Combine with Immutable JS.

Remove Quartz library entry. Keep radar to just language and frameworks, not library level.
