apktool if /system/framework/framework-res.apk fails even through the file is on the device #295

What steps will reproduce the problem?
1. Runnning apktool if /system/framework/framework-res.apk

What is the expected output? What do you see instead?
I: Framework installed to: [HOMEDIR]/apktool/framework/2.apk
apktool if /system/framework/framework-res.apk
Exception in thread "main" brut.androlib.AndrolibException: 
java.util.zip.ZipException: error in opening zip file
    at brut.androlib.res.AndrolibResources.installFramework(AndrolibResources.java:404)
    at brut.androlib.Androlib.installFramework(Androlib.java:365)
    at brut.apktool.Main.cmdInstallFramework(Main.java:193)
    at brut.apktool.Main.main(Main.java:69)

What version of the product are you using? On what operating system?
Device: Samsung Galaxy SII LTE (SC-03D) 
Android Version: 2.3.6
Build Number: GINGERBREAD.OMKK3
Root Access: Enabled

Please provide any additional information below.
I did an adb shell and navigated the the /system/framework folder and I located 
the file framework-res.apk on the device

I had the same problem in amdroid 4.o

1. cd /home/%your_name%
2. adb pull /system/framework/framework-res.apk
3. apktool if framework-res.apk

These are errors opening the ZIP, which could be caused by a variety of things 
not related to Apktool
