Create batch payment module #2

Suggested command: //cup pay

Functionality would be similar to existing command //pay <login> <amount> but could be executing in batch and use results to determine who to pay.

Use //cup matches admin command to provide access to this. Add a "Payment" button on the results page, which opens up a GUI for this. Use local.py to load some settings for a payout scheme.
