Palette Doesnt work Correctly for Blocks In Ghost and Free Mode #34

It doesnt maintain history for those modes and it cant seem to find articles correctly for adding to a palette.

Issue appears to be in FindArticleByRef. For some reason the refs are not equal when you are in ghost or free mode
