gopkg.in and other Cali versioning #8

Until we have this, Cali is considered "unstable" i.e. we can change anything we like, and if it breaks your stuff, sorry.

Once we've got it to where we like it, we can start versioning it here with tags, making sure to follow gopkg.in's requirements when changing things.

We may also wish to consider holding off on actually recommending gopkg.in until we have something we're happy calling v1.0.0.
