[Enhancement] Higher Throughput Rednet Energy Cable #515

So the reason I am asking for a higher tier rednet cable is because the primary purpose in FTB packs for rednet is the conversion fo RF - EU used to feed ic2 generators into or pull EU from an enderio backbone. however the issue is when using upgraded IC2 machines is that the limitation of processing 1000RF/t becomes a major bottleneck in terms of converting RF to IC2 especially when dealing with Big Reactors which can feed a backbone RF network with 10-100k RF/t.

Considering that power converters is no longer in FTB and the only viable alternative is rednet we need a tiered system of rednet cables or a uncapped transformer cable which performs the RF - EU conversions at any rate

Just making a note that Immersive Engineering also has a RF <-> EU conversion system built into it's wires...but that maxes out at ~4k RF/t <-> 1k EU/t transfer rate per side/connection as of the version in the latest FTB Infinity. I heard rumors of IE adding a higher capacity wire, but I've not played with it or seen it yet. IE may not be in all packs (I haven't looked), but if it is, it's also an option.
