harvest and process CASC projects and products into GeoKB #24

This took care of an initial creation of "research project" items from the CASC record in ScienceBase. It's not perfect, but it serves as a usable stub for what is a new concept in the GeoKB at this point. I will open another issue for working through the products as those will be a different type of process.
