Add Wikidata same as link to US states and territories #36

I moved the notebook on this to the newer harvesters folder and updated it to current thinking. It mimics the process on integrating world countries for the most part, but I did leave in the older process with the MPC for future reference. I ran the process to bring in same as relationships to wikidata items.
