Setup more stable reconciliation service for the GeoKB #47

I've worked out the basics on configuring a reconciliation service for the GeoKB using a Docker-based solution and Redis. I've been trying to push something along with the wikibase.cloud folks on setting this up as an additional part of that core architecture, but the issue is not moving forward at this time. I've spun something up temporarily for testing, but I need to go ahead and work up a more stable solution on the USGS cloud so that we have a reconciler to point to from OpenRefine and anything else we tune up to work with the interface. It is an extremely lightweight component that can be tuned in a number of ways to aid users in reconciling a set of values (e.g., in a column of a CSV file) to items in the GeoKB, through which they can both confirm their own labels for something and potentially pull in additional information. Ke use cases are things like running name lookups on people and pulling in their ORCID identifiers or confirming/improving a set of subject keywords or classifiers.
