improve content URLs for USGS reports #54

Metadata in the Pubs Warehouse catalog does not contain links to content (PDF, etc.), which currently must be scraped from landing pages for things like processing through the xDD pipelines. We're using the content URL property to record these links in the GeoKB to aid in processing materials.

I ended up moving this work to a new project in our internal GitLab.
