Reworked mail_recipients property into a "dictionary" type
Updated the description for the property as well, which will need non-English translations.
This fixes "Email "0" does not comply with addr-spec of RFC 2822" in October CMS v3.
It appears it is now required to provide both a key (email) and value (name) of recipients.
Removed the {% spaceless %} from components/partials/flash.htm.
This appears to not be supported in October CMS v3.
