Describe the Bug:

In Android 10, the Flexible Non-Modal flickers when dragging

Expected Behavior:

I expected the Flexible Non-Modal to drag smoothly without any flickering or visual disruptions, providing a seamless and stable user experience during the drag operation.

I'm experiencing this as well using both an emulator and my Pixel 8, both running android 15.
