What about this API?

Useful for new / experimental features without core overload, new segment for developers.

There already exists the MIME hooks feature, which allows running arbitrary external programs to parse and modify the contents of received requests. While I do intend to improve the configurability of MIME hook (so it will use an .ini config file with more flexibility), I have no plans to introduce additional plugin functionality.
