Scavenger perk not working in "The Mortal Conflict" #99

What steps will reproduce the problem?
1. Start a campaign with "The Mortal Conflict" episode, the deathmatch one.
2. Choose a class with Scavenger or make one yourself.
3. Scavenger won't work and there will be some light console spamming going on.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
RGH_1_12_Beta1_Skulltag, v0.98D, Windows XP

Please provide any additional information below.
I know it has been brought up in the past, but I finally isolated it to the 
deathmatch campaign. It works in a customized deathmatch, just not the 
out-of-the-box episode.

I can't confirm this. I tried creating a class with M4 with Scavenger and I had 
30+60 bullets, and then I tried the same class but without Scavenger and I had 
30+30 bullets.

And I didn't see any spamming besides the regular "dmflags can't be changed 
during campaign" junk (which I can't really do much about).

Isn't scavenger in DM is supposed to have four extra mags, not two? (at least 
that's how it works when I host servers)

Nope, double ammo is disabled on my servers, yet it gives twice the starting 
ammo, compounding with scavenger. The amount in the pickups is the same though 
for both online and offline, half a magazine for each.

I just tried hosting a server and an offline match with the exact same 
parameters, and online gave twice the starting ammo that the offline match did.

If this is a real problem that needs to be fixed, I would rather have double 
the ammo for multiplayer than what it's supposed to be.
