Update to Tcl syntax and ftplugin for tcl 8.6 #198

This patch updates the Tcl syntax file to include new commands introduced in 
Tcl 8.6. Also, it updates the ftplugin to handle .tm (Tcl Modules, 
http://www.tcl.tk/man/tcl8.6/TclCmd/tm.htm).

Please do not create an issue for runtime file updates.
If you are the maintainer, email the updated file to Bram.
Otherwise, send the change to the maintainer.
