[Core] `down --purge` should work for cluster with identity mismatch #2646

A user encountered the following issue:

  1. Launch a spot controller with a root account
  2. Delete the old root account
  3. sky down -p sky-spot-controller-xxx

SkyPilot will complain that the spot controller were launched with another root account, and there is no easy way for the user to terminate the cluster, except for echo "DELETE FROM clusters WHERE name='<controller-name>'" | sqlite3 ~/.sky/state.db
