[Core] Separate log data plane #2993

Currently, our logs will be stored on the SkyPilot cluster local disk, which is not ideal. We should have an option to sync logs to somewhere else, e.g. cloud storage.

This could be helpful for Spot Jobs / SkyServe Replica logs.
