[Serve][Spot] Display spot/serve controller in the confirmation prompts of `sky spot launch` / `sky serve up` #3138

Currently, sky spot launch / sky serve up will only confirm the resources of replicas/spot clusters, but not controllers. We should include the resources preview for controllers as well if the controller not exists.
