[k8s] Kubernetes-native deployment for SkyPilot #3278

Users have asked for Kubernetes-native deployment methods (Sky CRD deployed through a Helm chart) for SkyPilot. We need to investigate what this looks like.

Ideas:

Helm chart to deploy SkyPilot client as a pod that the user then ssh's into and uses to further manage SkyPilot. SkyPilot still manages controller (serve/spot) lifecycle.
SkyPilot clusters and controllers should be defined as CRDs, containing the necessary pods/svcs/SAs.
