[UX] Allow disabling ports in CLI #4378

This is to allow:

sky launch --cloud lambda --ports none llm/llama-3_2/llama3_2.yaml

Tested (run the relevant ones):

[ ] All smoke tests: pytest tests/test_smoke.py
[ ] Relevant individual smoke tests: pytest tests/test_smoke.py::test_fill_in_the_name
[ ] Backward compatibility tests: conda deactivate; bash -i tests/backward_compatibility_tests.sh
