Use Chip Gaps, add DECam to test #113

This PR uses the -doChipGap option for tests (to test ztf_tiling), and adds DECam to the list of telescopes. Decam more than doubles the run time of the test (maybe that can be improved), but it's the only way to cover decam_tiling.py.
