This new PR brings the gr-sigmf module & apps up to date with GNU Radio 3.8 and the current master branch.

Changes

Disabled DEBUG & INFO logging since it seems to break in 3.8.
Lots of cmake fixes and changes from the new gr_modtool. Changes mostly follow Official 3.8 Porting Guide when appropriate.
I've tested most of the gnuradio_companion functionality and sigmf-record works with no issues.

Suggestion

You may want to do the following to the master branch before merging this commit per official guidance:

git tag v3.7
git checkout -b maint-3.7

Approval

All commits except 968f7ad approved for public release per Aerospace Open-Source Software Participation Pilot.
Remaining commits approved for public release by The Aerospace Corporation 2020-09-09.

Kyle, thanks very much for this work and sorry for the slow response on these PRs. We're just doing a final bit of validation against our own tools, but expect to have this merged by the end of the day today.
