Extract parameters of scheduled downtime external commands #15

This patch add field extractions for external commands that schedule downtime (SCHEDULE_*_DOWNTIME).

These commands are some of the few that consistently include a parameter for the user who submitted them, which is particularly useful if you have scripts that bypass the CGI to bulk-schedule downtime (which I do).
