add a netbot dashboard similar to the host perf dashboard

@tfhartmann how do I assign this to you, your name doesn't appear in the dropdown?

You have to add him to the project as a github commiter if you want to assign him tasks. Otherwise, it will stay like that and he can simply issue a pull request.
