Use 'global' to generate the taglist when cscopetag option is set #30

This allows you to use the TagFind function exposed by gutentags_plus when you are using gtags instead of ctags.

I looked into an upstream fix to the taglist function in vim/neovim, but that would require no small amount of work. This seems like the simplest solution.
