add: `kcp.py` to readme

Added a Python project for the protocol. Missing a Chinese translation (hence a draft PR).

Also normalised line endings in the readme.

Wasn't sure if readme additions were being accepted. Still requires a Chinese translation as well. Able to reopen if if they are being accepted.
