Add support for RHEL8 #10

We will need to add rhel8-x86_64 host arch and accompanying configuration files.

The configuration files should be almost identical to the rhel9 ones.

Needed for these branches:

[x] R7.0.3.1-1.branch
[x] R7.0.3.1-2.branch
[x] slac-7.0.8
[x] pcds-7.0.8
[x] Tested softIOC, softIOCPVA, pvget, pvput, caget, caput
[x] Tested SIOC application with iocAdmin, autosave, etc.
