Add rhel9-x86_64 target, supporting rhel9, rocky9 and rhel8 (base 7.0.3.1-1.X.X) #6

Pretty simple change, adds support for targeting rhel9/rocky9 and rhel8. Rocky9 and rhel9 are both are ABI compatible, so I chose the lowest common denominator target name (rhel9).

Also adds support for rhel8.
