Implement SVD waveform analysis, Make ana template, Miscalleneous improvements #58

New file: smalldata_producer_template.py Includes:

Reorganization of the analysis function in /smalldata_tools/ana_funcs. Change imports accordingly.

New detObjectFunc svdFit and functions to make the SVD basis and the SVD processing. Example notebook for the creation of the SVD basis files.

/arp_scripts/submit_smalldata.sh : add 002 mask for file and directories creation
