Finalize setup script to now include elog job creation. Will add cube job in the future.

Usage:

Setup smalldata for an experiment:

./examples/setup_scripts/smd_setup.sh -e $EXP -q $QUEUE

This will:

Clone smalldata to the ana exp folder (unless --nopsana)
Clone the ana repo to the ffb exp folder (unless --noffb)
Make a smd job in the elog, on the given queue

Move offline:

./examples/setup_scripts/smd_go_offline.sh -e $EXP

This will:

Stage and commit the current version of smalldata_tools on the FFB
Push it to its remote on the ana filesystem
Change the smd job definition to the offline system
