Edit down docstrings in TimeSeries class + agree to comment standard #16

At our October 21 group meeting, we discussed a standard for commenting our code. Based on this discussion and feedback @brennan-ae received from Prof. Dave, we need to edit down the current TimeSeries documentation and agree to a standard from this point on.

Updated the README to include our agreements on commenting + workflow.

What we agreed on is basically in line w/ PEP 8.
