This migrates Travis to GitHub Actions. All tests pass as seen here: https://github.com/duffn/slack-ruby-bot-server-stripe/actions

Migrate to GitHub Actions workflows
Use DATABASE_URL environment for Postgres test configuration
Update Postgres config YAML parsing with https://github.com/slack-ruby/slack-ruby-bot-server-events/blob/f2ef2583ccd810e59a2332e923ad4f978956b00b/spec/database_adapters/activerecord/activerecord.rb#L3
Update to use "rtm" server, merging in https://github.com/slack-ruby/slack-ruby-bot-server-stripe/pull/13
