py27 ana release effectively pinned to 2.7.12 #7

In trying to build ana-1.1.0, I picked up the new python 2.7.13, but then couldn't import psana - got a seg fault. Downgraded to 2.7.12 and it worked.

we'll reopen if we need 2.7.13
