Is degrees_s Class Necessary? #21

The degrees_s class converts data from the degrees_s PV and ensures time is updated correspondingly. In what circumstance, though, would the degrees_s PV update without the counter time changing? What measurement is the degrees_s PV based on?

If the degrees_s class is removed, the deg_Sband and deg_offset variables can also be removed.
