Screen Controls Status Monitor Property #163

Describe the solution you'd like The screen class should include a property that monitors the screen position status. The function should output an integer indicating the screen position. The output arguments should represent the screen position as described in this issue.

Do we want a general monitor utility in lcls-tools? This could be applicable to many more situations than simply looking at screens...
