Prefer SLAC BSD license to GPL #1

As a rule, GPL and similar (LGPL, AGPL) licenses are not appropriate licenses for SLAC software projects. There are exceptions to this, but for the majority of SLAC projects, you should use a "Modified BSD" style license, and generally shy away from *GPL licenses unless.

An example of an approved license given to us by SLAC legal is here: https://github.com/slaclab/datacat/blob/master/LICENSE

You'll probably want to update the copyright date and disregard the disclaimer at the end for your project.
