Unable to set the flux ramp bias on C04 #683

Describe the bug

"Waiting for cryo card to update" when setting the fixed flux ramp bias.

Steps to Reproduce

Run C02 bringup procedure on the C04 cryocard, and set the flux ramp bias to something, e.g. -0.5.

Setting the flux ramp bias on the C02 cryocard works as expected.

This is dependent on other issues, tabling for now.
