Function needed (if possible) for switching between different timing modes and checking what mode you're in #734

E.g. ext_ref, backplane, fiber. Without this function we have to hammer into each state which takes a lot of time. Would also be useful if we had a function that tells you what mode you're in and validates all the regs are set correctly.
