Dockerfile fix so core pysmurf instance can figure out its version tag. #777

Description

Tweak on https://github.com/slaclab/pysmurf/pull/776 which should work (needed to have run as the cryo user, not as the root user). Tested in a rudimentary docker where I just checked out pysmurf. Closes https://github.com/slaclab/pysmurf/issues/773.
