Add live monitoring mode to the client #40

Related to #39 there should be a "Monitor Live" or similar button on the Search page which brings up the most recently created runSummaryId and monitors for new data. The next/previous buttons will not be shown when the app is monitoring live data.

Also the app should show an indicator that it is monitoring live data on the Lattice or Visualization tabs.
